Was it supposed to change colors but stopped, or both the colors and the fan stopped?? Depending on the fan, some have separate connections to control lights vs. power/rpm. Check all the connections & wires to the fan. if the fan stopped completely, maybe it's not getting power anymore, or became disconnected. You can also try plugging it into a different fan header on your motherboard (or directly to the power supply), as it is also possible it fried the header on your motherboard as result of too much power draw when there's too much resistance to spin the blades of the fan because of dust or other obstruction. Best case, it became unplugged, worse case, fried the header & the fan itself.  Either way, check connections and try a different header. If it still doesn't work at all, replace the fan and repeat.

Then check wiring? What brand of fan is it? (possible the led's just burned out if not a known good brand).

Also a possibility (depending on type/brand/how connected), is if your led's are controlled by a specific piece of software, such as "asus a.i. suite / aura" or corsair's "icue" software, it's possible the color settings were reset after a software update that you may have to fiddle around with again...
